The OECD’s Cadmium Working Group of Policy Experts, which met following the Swedish Workshop, agreed that it was desirable to increase the collection and recycling of Ni-Cd batteries. It encouraged industry to participate with governments and other interested stakeholders at local, national and international levels, in order to facilitate increased collection and recycling in an efficient and costeffective way. The Joint Meeting of the OECD’s Chemicals Group and Management Committee also recommended that this workshop be held, to discuss strategies and techniques that could improve collection and recycling rates in Member countries (currently estimated at 10-30% for consumer batteries, but up to 85% for industrial batteries). The Lyon workshop was organised to provide formal presentations and discussions touching on a range of issues, including both current and prospective collection and recycling programmes. Following the presentations (included in these Proceedings), participants divided into two Working Groups which discussed the goals of collection and recycling programmes; barriers to the development of successful programmes; drivers; critical steps for success; “what’s gone wrong”; how to measure success; benefits and costs; and suggestions for establishing programmes. At the conclusion of the workshop, participants made a series of recommendations (see the Summary of Workshop Activities). These recommendations were considered by the Joint Meeting in February 1998.
