New insights and developments mean that waste policies are evolving rapidly, and consequently waste management in different European countries is undergoing far-reaching changes. The OVAM/PWAF performed an inventory of the waste situations in different European countries and examined the developments resulting from their waste policies.

This study aimed to provide a good understanding of the position of Flanders with respect to the waste situation in neighbouring countries and regions. Key areas of attention were the level of waste production, the degree of separate collection, treatment systems, the waste policies implemented (policy instruments) and the results of these policies. The main emphasis in the study was on municipal waste.

A great deal of attention was paid to harmonising definitions and categories of waste streams in order to make comparison of data possible. Then for each waste stream the policy instruments are described that apply specifically to that waste stream. In the case of municipal waste, the waste data and policy instruments for the following separately collected waste streams were compared: glass waste, paper and cardboard waste, vegetable/fruit/garden waste, household hazardous waste, construction and demolition waste, and other separately collected waste streams. Then the quantities of waste were compared which were incinerated, went to landfill or were reused.

As far as industrial waste is concerned, the study was limited to a qualitative analysis of construction and demolition waste from industrial activities in view of the lack of statistical data. Finally, conclusions and recommendations were formulated from the experiences and results of the study.
