This consultation paper is issued jointly by the DETR and relates primarily to England. However, the targets under the Directive relate to the UK as a whole and will therefore need to be apportioned between the four territories.

It will also be necessary for each of the administrations to decide how permits will be allocated to local authorities within its area. This need not prevent a common system existing for all of the UK, but should different approaches be taken by the devolved administrations there would need to be a recognised and certified common ‘currency’ to enable trading to take place between the territories.
